This is a base for the LÉ NATUREL Brow Defining Powder to stick to, allowing superior adhesion and waterproofing. 

Can be used to draw the brow on first with or without an eyebrow stencil. This pencil allows you to mark where you would like the brow to begin and end before applying the brow powder.

It can also be used to apply coverage to gray or white hairs on the brow.
